The Göttingen State and University Library holds responsibility for the joint project “Installation of a Center of Competence for Licensing of Electronic Resources – a cross section within the System of Specialized Information Services for Research” (KfL) funded by the DFG (Deutsche  Forschungsgemeinschaft). Partner to the project is the Staatsbibliothek zu Berlin (SBB-SPK) and the Bayerische Staatsbibliothek (BSB). In addition there is a cooperation with the Verbundzentrale des Gemeinsamen Bibliotheksverbundes (VZG) which supports the KfL as a technical provider. Places of business are in Göttingen, Berlin and Munich.

The Center of Competence (KfL) operates nationwide as a provider of services to support the work of the Specialized Information Services for Research. Apart from negotiating, licensing and supplying digital media it develops eligible license and business models. It also offers other services like data management and the handling of value added services. The offers are demand-oriented and are being enhanced in close contact to the Specialized Information Services for Research.
