Reunification completely altered traffic flows in Germany, including the transport of books for the German interlibrary loan system, which handles over 3.4 million transport units annually. To arrive at the most suitable solutions for this situation, two projects were conducted—one between 1993 and 1995 and another in 1997/98—that analyzed the status quo and developed proposals for optimization. The "Book Transport Systems I" project concluded that a combination of regional state-run book transport services and supra-regional container shipping via private transport providers yields an optimal price-performance ratio.
