Opening, Profiling and Enlarging the Kompetenznetzwerk Bibliometrie

In recent decades, national research systems have become increasingly reliant on bibliometric data for decision-making and policy development purposes. The Competence Center for Bibliometrics (KB) was established in 2008 to strengthen bibliometric expertise by leveraging proprietary data sources and fostering collaboration among various research groups in Germany. However, rising licensing costs and restrictive data access conditions have limited the KB's reach and flexibility, thereby undermining its impact.
The OPENKB project aims to overcome these constraints by transitioning to newly emerging open bibliometric data. Moving towards open data will encourage German research institutions to participate in the KB and its data infrastructure, expand the use of bibliometrics across the German research landscape and enhance data analytical capabilities, providing new insights into the German research system. To this end, the KB will open up its data infrastructure, not only adopting open bibliometric data, but also actively contributing to the transition towards openness.
The sub-project at SUB Göttingen will support this transition by establishing a data stewardship for open research information. It supports communities in research information management and helps libraries engage with open bibliometric data through co-participatory formats and data analyses (e.g. in the context of funding agencies or Open Science). The data stewardship also informs the KB’s requirements management. Another responsibility of the sub-project is coordinating the development of competencies in the responsible use of bibliometrics in research and practice.
